  • FGM leads Emergency Disaster Recovery efforts as a consultant for the Federal Emergency Management Agency (FEMA) as well as local Emergency Management Agencies.
  • FGM creates and implements disaster recovery plans, prior to potential disasters, as well as leading and managing disaster efforts after the event has occurred.
  • We serve as the Recovery Program Manager for the rehabilitation of homes and buildings destroyed or severely damaged during major storm events. We coordinate with local officials to expedite permitting, as well as overseeing reconstruction efforts for multiple buildings. Some of these buildings may require raising and rehabilitating to meet the new flood prevention regulations.

The FEMA Public Assistance process is challenging to every applicant and sub-applicant. Without proper procurement procedures, extensive documentation, and careful interpretation of FEMA guidelines, clients risk losing significant dollars. FGM assists clients with recommendations for procurement, document controls, pay applications, change orders, and closeout packages. The need to follow FEMA guidelines is critical to securing full reimbursement of obligated funds while mitigating exposures from future GSA audits.
  • FGM helps clients navigate the process of Hazard Mitigation which is the ability to ‘harden’ the facility from future catastrophic events.
  • We assist clients regarding applicable Codes and Standards, assisting in the reconstruction of damaged facilities and upgrading to building codes which were in force at the time of the disaster.
  • We advise regarding the implementation of the disaster 50% Rule. These are calculations which determine if a facility is more than 50% damaged, as compared to replacement cost. Facilities in excess of 50% damaged are demolished and a new facility is rebuilt.
  • We help to determine the scope of Permanent Reconstruction. A facility which exceeds the 50% Rule may be requested to move to a new location to protect the investment from future catastrophic events.
  • We assist the design team to implement Improved Project Strategy which is the ability to make changes in the reconstruction of a damaged facility using Public Assistance grant funds and applicant’s funds.
  • FGM suggests Alternate Project which are an opportunity to use a Public Assistance grant obligation for other eligible projects.
  • FGM has collaborated with clients to strategize and successfully secure funds for all of these unique Public Assistance opportunities.
